Let us know how the oil consumption is after the EGR cleaning. and the Nuetra treatment. I think the rec. of keeping the speed on the highway down will help,also. I know in real world driving, this is hard to do. What I wanted to rec. you look at if the above procedures don't work, is to replace the valve guide seals. That is another common cause of excessive oil consumption. It can be done without removing the cyl head. It is relatively inexpensive compared to a ring replacement.

I'd try the Amsoil 10w-40 (AMO) and see if that helps. A 5w-40, group III synthetic is going to have twice the evaporation rate of the PAO/Ester based, Amsoil 10w-40, so I'm not surprised it had only a nominal effect. It will probably take two consecutive runs with Amsoil to see the best results ...The high detergent alkalinity, of the SL/CI-4 rated oil will help clean up the motor, which will help.
You aren't going to solve this problem without a rebuild, but you can mitigate the situation.

I look at these engines that burn a qt per kmile as the bottom tail of the normal distribution. Because the manufacturers are too cheap to tighten up their processes they call it "normal". I guess the bottom line is that more consumption than even that amount is the result of a "special cause" such as improperly assembled engine, defective parts, etc, not just the sloppy tolerances of the manufacturer stacking to make a "loose" engine.
As I was driving back to work I noticed a newer Trooper in front of me and I wondered if the owner of that car bothers to even check his/her oil. For people who neglect their cars, this problem could be pretty bad. Consuming at 1 qrt/ 1000 miles, theoretically the owner could seize the engine between oil changes.
Yes, I do have a 3.5L 99 Trooper with 150K+ miles. IIRC, the consumption started around 60k, tho not too bad. The timing of which is too is close to the 5.38 ring&pinion/33" tire change(from 4.3 & 29") which up my highway rpm to about 3k. I lean towards the design issue with the piston/rings as the culprit and hopefully it can be freed by the soak(s) as done by Saturn owners.
Yup, the motor will take heavy oil(20w50) as mentioned above weather permitting. In my case I found that 10w40 Castrol Syn Blend (A3 rated) burns less than other brands/weights that I've tried BUT I have not yet used Mobil 1 15W50(scheduled for summer use if soak fails) or AMSOIL.
