Thank you all for your suggestions. I will be meeting this Saturday with some of the neighbors and discussing this. The raised drains are not as much of a problem in the summer as they are in the winter when they cause the awful plowing job. Icy hills, a blind corner, and the fact that the road is much narrower and barely fits 2 cars is an accident waiting to happen. Last winter they plowed but never spread salt, so the road was completely covered in black ice. There are also ALWAYS people walking on the road, and I can't count the number of times I come around the corner and there is a car on my side of the road going around someone who is walking. The cars tend to stay in the middle of the road anyway to avoid running over the raised drains.
I'll update everyone with what we come up with. This isn't the only problem with this developer. He also has driven tracked equipment like bulldozers and excavators down the paved road. This leaves lots of debris in the road and also rips up the pavement in several spots.
