90% chance it's a tire.
did the wheel shake when the tires were new? I threw a weight within a week on my trep. on my toyota the wheel shakes with new tires - I suspect the previous owner hit something and bent the wheels - cause when I got the car at 16k it had two new tires on it and a bent hubcap.
I expect Costco will rebalance at no charge, if that balance was done when you bought tires from them.

Yes, also check for ice or snow packed inside the wheels. The snow and ice can throw a wheel off balance.

A bad brake rotor can also do this.
A bad ball joint or wheel bearing will make any imbalance or out of round feel much worse.

If you want to figure it out without going back to Costco, rotate the front tires to the back, and the backs to the front.
It the vibration moves from the steering wheel to the "seat of your pants", then there is something up with one of the two tires/wheels that is now on the back of the car.

Strange thing is, I have the same problem as the OP, except I've rotated the tires and had the wheels rebalanced many times and I have never been able to resolve the problem. I keep getting a light vibration above 65.
