Its complicated, the Port Authority and former NY Gov. Georger Pataki took over the rebuillding project from the "owner" and quickly went billions over budget, no problem however the public will pick up the tab.
20 years ago the toll was about $2, it was a $1 or less for many years before that, in two years the tolls will be up to $15!
