Master Cylinder's - New out of box, not working?

Thank you. I'm having a mechanic redo the brakes on my Toyota, and according to him he's got two that were bad (same store/brand).

No idea to be honest. I guess I should add that I will not be getting charged for the extra hours of work, so I don't think he's trying to stick me with a large bill.

Rebuilds, yes.
Brand new, no.

I'd question the method of bench bleeding used.
Guys do SOMETHING, and think it is correct bench bleeding.
And who knows if the master cyl is the original problem?
