Mike, oil burning doens't matter, as long as it doens't spew blue smoke. Oil dripping may or may not matter, however.
I believe people are not against inspection but the scam and financial burden it causes. I make good money and still can't afford the repairs shops love to tack onto vehicle on a yearly basis. In VA, the coat is 16 dollars and shops just love to have a license to inspect as it means guarantee businesses 2 weeks out of each month. I'll welcome inspection when it doesn't cause people to loose the ability to drive. For low income people, inspection failure may mean the different between paying rent/mortgage, food, or car repair to continue being able to drive to work.
