In the UK we have Ultra Low Sulphur Fuel

The feature of the invention is that the use of a low sulphur fuel enables the amount of anti-wear agents containing phosphorus such as eg ZDDP to be halved without any adverse effect on the antiwear performance of the lubricating oil.

Is the fuel quality a major player in the general ZDDP reduction?

That's what they are claiming. Sulfur forms acids in the blow-by, which contaminates the oil. Less Sulfur, less acid. Their testing shows that with sulfur less than 10 ppm, you can reduce the amount of ZDDP by half and still provide protection.

It would make more sense that it would allow lower TBN. ZDDP is a metal to metal friction modifier, and should not be needed unless you lose oil film. Not sure how lower sulfur fuel would affect that.

I never heard of a ZDDP concentration and sulfur level in fuel relationship. I agree with Ron on this one. TBN is what can be lowered with low sulfur fuel. I don't see the connection between anti-wear additive levels and low sulfur fuel. Maybe they know something we don't, but I won't buy it until I see data supporting it.

Oops, previously I didn't click on the test results section on the second link. Problem is now I'm a bit too drunk to digest it all. I know they did oil analysis which is cute, but did they measure the engine parts after taking it apart? Sorry for my less than optimal brain functioning.
