Liquid at bottom of new Pennzoil Oil Filters?!

We just got our weekly shipment of stuff at work and I noticed that the majority of Pennzoil Oil Filters have some kind of liquid at the bottom of the inside. It is almost like the bottom is coated in oil already. I found a little one and stuck my finger in there and it was the same color as oil.

Does anyone know what this could be besides another reason not to buy Pennzoil oil filters?

Interesting. Fram uses a moderately heavy oil-teflon suspension deposited inside to the rear of the canister that's released into the engine on initial startup. (I've even seen it in their baseline filters.) I wonder if your obervations are indicative of Pennzoil branded oil filters' actual source.
 
And I thought that it was there to prevent the cheapo bypass valve from drying out after sitting on the shelves for many years
