I have a 30 year old lawn boy that has not been run for a dozen years. I cleaned the carburetor out and replaced the float needle and the jet that it fits in. Parts #9 & 10 on the link below.

It now runs (more or less), but when I turn it off, fuel continues to come up through the middle of carb (up the nozzle #12) and leaks all over.
Any thoughts on what is causing this? does the mean the cork float isn't floating? Or should I be screwing in the part #2 - Needle Adj. Is this needle adjustment for setting idle speed or some other purpose. very awkward place to have and idle adjustment screw because you can't move it w/o shutting the engine off and taking it partially apart.
