Where does CJ-4 lower viscosity? We're in the HDEO forum here, so we're not talking about ILSAC lubes, and it's already known that Red Line's viscosity is higher and they avoid ILSAC certification. The 0w-40 HDEOs are 0w-40 by virtue of SAE J300, no matter what certifications they have or do not have.

They may, but outside of certain exceptions, it's not the case. Certain RP varieties, racing oils, Red Line, and a few remaining HM varieties fit in that description. Others do not. I still don't see ten times better. I don't even see the justification for the extra price, outside of certain niche applications. The point is, there are three categories of unlicensed lubricants. They might be a very good lube, and very expensive (as in boutiques or racing oils). To get your money's worth, you had better have an appropriate application or usage pattern. Or, they might be a bit of a niche product, like Petro-Canada's 0w-40. Or, they might, alternatively, be pure garbage. So, if I'm going to use an unlicensed product, it's going to be from someone I do trust (such as Red Line or Petro-Canada or Amsoil), but I had better have some goal in mind, and being "ten times better" is something that will never compute.
By the way, lubricants are always compromises, regardless of certifications they may or may not meet.
