If it was me and I had other work options, I'd report to HR and meeting with my coworkers privately to set the guy up so that whatever he is doing would be put out in the open, for all to see. If he still moves up after that isn't an organization you want to be at anyway..
 
It all depends on the culture of the company. Some places will get rid of you when you complain to the HR even if it's a legitimate complaint. some other places welcome such communication.

But having people like what Pandabear describes is common in the corporate world. The OP should recommend him to be promoted into a different department

Overheard some rumor:

1 coworker who shared the same office with "this guy" said "this guy" will be her manager "over her dead body"

1 coworker from another team apparently reported that "this guy" said something and never admit it later, with email trail as proof, probably will land "this guy" in hot water.

Seems like "this guy" already has enough baggage that will not be a good candidate as manager for a long time. I'll keep my email as evidence in case of emergency. So far I think we are safe from this disaster.
 
Just play the part of a minor dilbert character.

When manager tells you something, say you're too busy now, but please follow up with an email.

Document document document. Both ways.
 
Catch him in an area of the the parking lot where the cameras can't see, or off-site, and wear him out?
Seriously, guys like this are punks.
They wear the veil of conferred authority, but they have no personal strength.
This guy was probably a loser through school, and he is now using his position to avenge the slights of his past.
My guess is that he is a fairly unpopular fellow generally, and doesn't atract much female interest.

A weak tyrant is a horible thing to have to work for.
As an aside, one of the greatest compliments I have gotten recently at work was having an ex-Navy enlisted man tell me that I would have made a good officer.
That's how you lead people, not by stomping on them.
 
Don't believe that so many of your coworkers will stand up against thsi guy when "the time is right," whatever that means.

I've heard plenty of tough talk from people off the record in these situations. Most of them clam up pretty quick when the time comes to have their say. People often lose their courage and resolve when confrontation is required. You may very well end up standing by yourself.

You may want to start investigating some of those recruiter offers. This guy is a climber.
