IS300 Acceleration Issue

My 01 IS300 has started to act funny. It won't move unless I press the accelerator pedal passed half way. Then it will move but not fast.
This is more than a throttle body cleaning. Someone said something about a wire on the back of the accelerator pedal??? Where to start?
 
Is this a drive by wire system or a does it have a physical throttle cable ?

Sounds like a throttle pedal position sensor issue if it's a drive by wire set up.

It has a throttle cable. Based on that code you’re headed in the right direction in terms of the accelerator pedal. Possibly a bad accelerator pedal position sensor?
 
To check the cable have someone press the gas pedal (engine off) while you are under the hood to look at how far the throttle plate moves. It is not a complicated system and the most likely problem is the cable itself.

The car will move. You just gotta get the accelerator past half way. I would describe it as “limp mode”. I fixed it temporarily by disconnecting the battery. But I’m about 30 miles if came back.
