Is there a problem with Chrome this morning?

That's not how Chrome works. It runs on your computer so any issues will be "local" to you, your computer, the Chrome install, etc. Only other scenario would be if Google pushed an update to Chrome to your system that's broken. I'm typing this on Chrome, it's up-to-date, and obviously working.
 
OK, I had 2 webpages open in other windows for the last week and when I closed them, the problem went away. Must have been some conflict with Chrome, but why just now?

Who knows for sure? There has to be some time, right? Unless it keeps happening don't worry about it.
 
^^^^^I think I remember him saying he is using either XP or 7.

Make sure Chrome is up to date or you may need to relaunch to finish an update if you never turn off your PC. I find keeping Chrome updated is a good thing.

Run CCleaner.
Run Virus Scan.

I am assuming you have a virus protection.
 
Most people underestimate how much of an impact the DNS server you are using has on the browsing experience. Everything you do in a browser and everywhere you go on the Internet hits the DNS server you are using, often many times on some websites. If the DNS server you are using goes off-line, nothing will happen in your browser.
