Is it too late to wax?

It can create problems, you don't have a garage? If you use a machine you can no matter what, unless it is wet. A rotary will generate it's own surface heat, and you can apply and buff off in one step depending on the product. You can always take it to a detail shop, it wont be that much if all you want is a LSP application.

you should be able to wax anytime...i recommend collinite's 845 liquid wax. Be sure the bottle is inside beforehand--nice and toasty.

Most waxes give a temperature range in the directions, usually needing >60 degree temps to be effective. Waxes normally won't bond to the surface in cold temperatures, and most of them will take forever to dry enough to be wiped off by hand without smearing. This time of year, I'd either apply / remove it with a buffer, find a heated garage to do it by hand, or just settle for spray-waxing until the weather warms up.

Is spray wax generally a different formulation, or just a different delivery method?

Sure they do. Zymol Japon Wax

Of course there's really the dilema of which lifetime wax to purchase:
Zymol Vintage Glaze
or
Zymol Royale Glaze
It is the perfect wax (in a German accent that I won't even try to imitate in typing).

I understand what a spray wax is; my question remains - why do you think it will work better in cold conditions?

You asked if a spray wax is a different formulation so I provided links that shows the spray wax is a different formulation. Sorry I didn't attempt to answer the other questions. I believe it works better due to this different formulation.
