I did Not rotate tires on my daughters jetta for 40k miles(I know my fault just couldnt keep up with this and only this aspect of maintainence). The rear tires developed what I believe is called scalloping. I just rotated them to the front. Will the noise go away as the tires wear as this car is harder on front tires????

It is going to take a long, long time, and constantly rotating left and right. Tires may be 100% worn by the time it happens though.
Best solution is to just replace them IMHO and chalk it up to experience.

From experience, no unfortunately, sad to say. By the time you remedy the howl, it'd be time for a new set of tires. Get new tires and sell off the old ones.

I've tried and been unsuccessful.
By "rotate" the tires, they should have changed the direction of rotation. Right side of car to left. Not just front to back.

My wife's tires were like that when I first got to them. I can't remember the mileage, but I want to say it was around 30K when I rotated. They were incredibly loud at first, but then did quiet down quite a bit initially, but never got anywhere near as quiet as they were before the rotation. It was bearable and we ran on those tires for another 15K or so.

This is what I did hopefully it will get better. If not I will get 4 tires. Tires are Continentals, not the tires fault, this was my error.

Often times yes. Sometimes it's just a junk tire. I had a Michelin that cupped really bad for no reason.

VW generally uses more performance oriented alignment settings which does not help.
