Is it bad to hit your Rev limiter?

Heavily modded and re-chipped. That'll basically kill any engine.

My dad's '96 Regal Custom with a stock 3800 Series II engine was pretty bad with oil burning, and my dad was too scared to drive it hard.

If your engine is cold and you just suddenly stomp on the gas pedal from idle , yes you are hurting your engine.
If your engine is warmed up, and you progressively get to the redline , say that you are driving on a private road with no speed limit or the autobahn in Germany or whatever doing a top speed run , you're not hurting your engine.
