Is all home heating oil the same?

There is a considerable price difference among home heating oil suppliers. If I buy the cheapest price, am I getting the cheapest quality?

Probably comes from the same refinery or two. Diesel usually has a two-year stability. Because there is less regulation, sometimes #2 for HHO has a bit more of the sulfur-bound blend pool added in, but it shouldnt be a real issue.
 
Judging from the price, heating oil should be the same as ULSD dyed red to avoid the road tax. I notice that the new stuff gels at 10f instead of -10f I had to enclose my outdoor tank and install a line heater to keep it flowing.
 
There should be a #1 and a #2. The #1 gels at a lower temp and is more expensive. IIRC, HHO can contain up to 2% biofuel without it having to be labeled.
 
I'd be interested about NYC as your harbor has terminals and hubs for all sorts of imports. You have the opportunity for a variance in quality, which may or may not be tied to price paid.

I run a wood stove for half my heat and still need my boiler cleaned every year. Need it, as in the electric eye sees "dirt" and shuts things down. I get the cheapest #2 I can get and we only have one main terminal in town.

The receipt says not for on-road or locomotive use

You could buy Mobile Home blend which is part kerosene to avoid the gel issue. It is usually about 20 cents or so more p/gallon due to the K1. Depending on the time of year it is usually either 30% K1 or 40% K1. You have to watch out for the crooks though who charge you for blend but just put in regular home oil with a bottle of diesel fuel conditioner. Another option is to add 30-40 gallons of kerosene yourself as the tank level drops a bit.
