From what I understand, a1/b1 allows for 20 weights so yes, an HTHS of 2.6 or greater is needed for a1/b1 while a5/b5 requires an HTHS of 2.9 or greater (up to 3.5).

The only difference is that, as said, A1/B1 makes a special exception for xW-20 oils with a 2.6 cP minimum, but only for xW-20 grades - it is still 2.9 cP minimum for others.

I'm not sure what this means? ACEA doesn't issue "approvals" there there's nothing to "suspend". There are still Castrol EDGE oils with A5/B5 available, although not all oils are available in all countries.

I know that, but I meant that the only Edge available in the US in 5w30 and 10w30 was A5/B5 until recently, but it no longer meets the current standards because of a test recently added to A5/B5. But they're going to reformulate it in order to meet the standard later this year.
