I don't think this is so much an issue of viscosity grade, but of type.

They switched from an obviously very cheap bulk oil...

I'm assuming the first line is a typo - they meant a 15w40 bulk HDEO.

These engines already call for a 10w30 oil, so unless it was very, very cold, I can't see a switch from 10w30 to 15w40 making THAT much of a difference....
 
What I read from this is that the VVT and multi-displacement system is sensitive to viscosity. 10W30 to 15W40 is a pretty big jump. I wouldn't rent a billboard based on this alone, but I don't discount it either.

Sounds like a bottom of the barrel type oil that isn't even available in retail, plus a far cry from the energy conserving 5w20's.

How do you make that assumption?

Excellent oil can be delivered by tank truck, and the price will be the lowest possible for that oil. Just because it is handled in bulk says nothing about the quality.

I tend to agree, the article probably had a typo and the oil used was 15w40, because it was said that the oil was also used in the county trucks. As to the brand, who knows...it might have been Chevron Delo 400 or Shell Rotella-T or any brand. Often the state purchasing pool oil will have a name brand cheaper than even locally blended no-name oil sold outside the state pool.

I totally agree with you and would add that most modern sophisticated valve actuation systems are!
