Like Pops said- check spark. It's quick and easy. I've seen them where the terminal inside the wire has rusted away and where the high tension wire itself has burned back and caused all sorts of issues.

I have also seen a Kohler Magnum 18 with a blown head gasket lose power and not mow well- but you could barely hear the combustion gases escaping.

Carb needs cleaned. The engine is not getting enough gasoline under load, which means one of the tiny orifices in the carb are clogged.

You've already given it a good tune up, which is the smart, basic things to start with. Now it just needs a carb cleaning. I'd also flush the fuel tank at the same time so you are using fresh gasoline after the carb repair.

Carb, spark and loosen the valves to looses end of spec. I NEVER drain the carb. Allows Alum parts to oxidize and form paste that clogs up small orifices.
Now isn't that harder to address than a little gum. I put the OPE away with 1% top oil.

I'm sure you checked the air filter, but that would cause this problem. Also check you are getting a full 3600rpm. I have my Intek turned up a little so that it is 3600rpm with the blades engaged. About 3700rpm without. I have a Tiny Tack which reads rpm when running, hours when off.

Governor = Constant
Carburetor = Variable (because of its complexity and its susceptibility to fuel contamination)
