"One quart low" could be from them putting in too little last time around. I'm not a fan of installing a dry oil filter when it's so easy on this vehicle to fill it 2/3 of the way before putting it on. Frankly, if I saw them testing all my lights and then dry cycling the windshield wipers, I'd tell them to get away from my vehicle and open the bay door so I could leave.
If the vehicle only had 20K miles and the filter looked a bit rusty on the outside, I wouldn't change it either. I've never had an "old rusty looking" oil fuel filter leak from the outside. It's more about the miles on it than the look of it.
That's a good point about the fuel filter. One snowy winter plus some road salt could cause some rust on a filter that might have been changed six months ago, and only have only a few thousand miles on it.
