I noticed they always put the smaller Ford filter on instead of the bigger filter. They both fit. I guess X 100, you save money.

If the vehicle only had 20K miles and the filter looked a bit rusty on the outside, I wouldn't change it either. I've never had an "old rusty looking" oil fuel filter leak from the outside. It's more about the miles on it than the look of it.
That's a good point about the fuel filter. One snowy winter plus some road salt could cause some rust on a filter that might have been changed six months ago, and only have only a few thousand miles on it.
