If price isn't the driving factor, Intel CPU's are better IMO.
Windows licenses are to be used once per machine. You can upgrade Win7 from an XP license from another machine. Yes, you can do that, but you legally can't be running the old XP machine....back to the one machine thing.
If price is a large factor, wait for NewEgg's Shell Shocker deals. Often times you'll find a new PC for less than $275, case & P/S included. Check back at their page often as specials on the build-your-own PC's sell out very quickly: http://www.newegg.com/Special/ShellShocker.aspx
