For top down driving there is very few places in continental US is better than So Cal.
The reasons are: we have very few rainy days, on average less than 10 days a year, from May till November we have less than 0.1% change of any drop of water falling from the sky. I even removed the wiper blades from my Honda, never used it from May to Nov.
The last 2-3 summers were hotter than normal, we used to have mid 70F to low 8F from June till September, then possible few days in high 80F to low 90F in September. Nice weather for top down.
Winter months we usually have mid 60F to low 70F during the day and low to mid 50F in the evening. Nice weather for top down all winter long except few rainy days a year.
I don't like to brag, but the true is I love to drive with top down in winter evening more than summer day and night. Cool air over my head and warm air on the body is just feel so good.
