So much judgment in this thread...
In traffic, how fast you reach your destination depends not on how fast you go, but on how many cars there are in front of you. If you reach a light ahead of other cars, you have your choice of lanes for the next block, which means you have a better chance of getting and staying ahead of other cars. I'm sure most people aren't thinking in those terms, but it IS possible to make progress that way.
When you consider the risk, bad vibes, and fuel involved, it's almost never worth it. However, to say there's no point is a bit simplistic.
In Philadelphia, there are two big one-way roads where the lights are timed so that it's possible to drive at a nearly-constant 25 MPH and hit nothing but green lights. When I drive on those roads, it's usually to get from one side of the city to the other. When there's traffic, I can cut up to a minute off my point-to-point by driving aggressively. Again, completely not worth it 99% of the time, so I don't really do it any more. However, if I had a legitimate emergency or something, I'd certainly consider it.
In other parts of PA where I drive regularly, there are long stretches of two-lane roads that eventually narrow down to one-lane roads. I "hurry up and wait" there all the time to minimize the number of cars ahead of me by the time the road narrows. I do this because getting stuck behind someone doing 10 under the limit is fantastically annoying.
