Notice the oxidation value is 113. Oxidation does in fact track with POE %. It will not read the same for all esters and will not give you exact %, but whatever POE that is commonly used in engine oil does correlate with oxidation value.
If oils are using diester I wouldn't expect the oxidation value to be the same.

Mobil Jet Oil - 219 (almost 100% POE)
HPL EC - 113
Valvoline Premium Blue Restore - 110 (50% POE per Valvoline/ *notice half of Mobil Jet Oil)
RL 5w40 - 129 (40% POE per Dave G at RL)
RL 5w30 - 90
Amsoil SS - 45
Mobil 1 ESP - 35
