How to remove this rusty diff fluid fill plug?

PB Blaster, heat and some luck.
Let us know the out come.
How old and what is this vehicle?
PB is my goto, very carefully, soak overnight, dry off a little heat, then lots of ice, repeat and carefully open then close back and forth, more pb as you go .
 
I'd use a wire brush or a wire wheel in a drill or grinder and get as much of the rust off as possible to be sure I could get the right size 6 point socket on it with a snug fit then soak it with PB Blaster for a couple days and last of all hit it with an impact wrench. I've removed lots of bolts with my impact that I otherwise couldn't get loose.
Safety glasses please using wire wheel, on a day I would love to forget, one wire came off hit my son in the eye and many operations later had a lens implant, and in our case the wire was greasy, i will never forget that aweful day His twin brother almost lost an eye when we lived in South Africa, at the age of maybe 4 he walked behind a swing with hard wood seat and it hit him right by his left eye, they are 49 now with kids of their own but you never forget them getting hurt.
 
The best penetrating fluid is a mix of acetone and ATF. I don't remember the ratio but I think there's more acetone than ATF.

WD40 isn't a penetrating fluid. "WD" stands for water displacement.
 
I would have brushed the rust off around the plug, hit it with brake cleaner a couple times and used my 50/50 acetone and trans oil mix. Apply wait a few, brake cleaner agar followed by mix a few times. Let the mix soak overnight, brake cleaner and try to remove. Still tight, heat.
