How much is this Chevrolet Caprice wagon worth?

Thinking about getting it but it seems it's on the verge of turning into parts car, or will need massive investment to keep it going.

What's a reasonable offer to make on it? I am thinking sub-$1,000 for sure. Maybe between 500-700?

Also the owner admitted there is rust. Transmission slipping and the lifter noise. What's next: Water pump? Compete front end rebuild as it has never been touched apparently.
The axles - not sure if just the seal, or the wheel bearings, or the whole axles will have to be replaced given the leak. I tend to assume the worst case scenario, which is usually true.

Issues:
- Motor just started dripping a small amount of oil about 6 months ago. Not sure why, haven't checked fully. Maybe oil cooling line.
- One of the lifters taps. Goes away, or makes less noise, after driving awhile.
- Transmissions slips single time slightly when starting from a cold start, runs/shifts fine after letting off on gas and allowing shift. Has been doing this for over 1 year, drove it to Michigan last year just fine. Haven't investigated issue - very minor and hasn't bothered me to the point of service.
- Horn stopped working.
- Driver side arm rest or door handle missing.
- Rear windows and passenger side windows do not roll up/down.
- Windshield washer jets have issues.
- Cruse control stopped working.
- Back left window, or maybe roof rack, leaks slightly when heavy rain or snow melting.
- Back door lock hard to use, we stopped using it and just unlocked at front of car. Probably needs to be lubricated internally.
- One of the hydraulic arms for the hood pops off easily, pops back on just fine.
- Was told by mechanic that the back axle seal is leaking inside, he used some stop leak to control. He noticed some lubricate on right rear break side.
- The hot/cold indicator on dash likes to move up and down between warm and hot while driving. Has been doing this for almost 2 years ... we have driven it many miles since we know the car hasn't been overheating. We have noticed though that running the air conditioning in hot weather will cause the car to start running hot based on indicator. Honestly, not sure what is wrong here. We just drove and made sure it wasn't overheating. Again - we have made countless trips to PA and two to Michigan with car over last 2 years.
- The radiator started leaking awhile ago, I used stop leak and it has been okay since.
- Marks, scratches, fading, headliner issues, minor rust on back, and other little things I may have overlooked - sold ASIS

The car does start and ride nice. I did get oil changes every 5,000 miles. Tried to take care of car, but recently a rash of things started to add up (see above). One of my favorite vehicles to own over the past few years. I believe with some TLC from someone who can do the work themselves, this could serve as a nice car for many more miles.

Items I know were recently replaced:
Alternator, starter, fuel line, rear right caliper, rear level ride shocks
 
If he hasn't been underneath the car in three years then he really hasn't been caring much for it. Could be ok, could be gone.

Sounds like a project vehicle. If not rusted out, or if you wanted a beater, it could be great. As far as fixing up into pristine... sounds like a lot of work. Which may be trivial if doing in your spare time. I'd pay attention to the water leak.

What are you after? Something to mess with, or dependable daily transportation?
 
Pay no more than $500 for it and plan on spending at least $3,000 to fix all of its issues and make it reliable. This thing is a project; only buy it if you want a project. I say this as someone who's knee deep in his own project vehicle.
 
Honestly, the car is probably worth more to the owner for scrap value than it is to a prospective buyer in terms of paying cash for something. You can offer him $500, which is probably as much as I'd pay for it, but it may be able to get more than that hauling it to a scrap or salvage yard.

Parts are worth more individually than the car as a whole.
 
Even in "fair" condition it has a value of $1,190. But there's obviously a lot of stuff wrong with it. I second the $300-500 offer but ONLY if you really want to throw time and money at it.
 
The good ones of these are going to start going up in value. If this has rot though it's worth is its 2 tons of steel.
 
It is worth scrap value as it sits.
If you really have to have it: $500 max, should be < than that.

This is not the type of car you put money in. Too many thing not working, leaking, a slipping transmission and now the owner wants to get rid of it. Not worth the time or money IMO.

Yeah this car is ready for the boneyard. It's not even worth its cost to plate/insure. If you want something to practice mehancical work on.. I would say 300$ like Trav said.. it is not worth more. Even if the scrapyard would give him 500 I wouldnt take it.. He is being honest at least..(from the sounds of things..) but I wouldnt waste your time. I would say.. I will give you 300$ to take it off your hands.. all that work needed on an old 92? Who knows what will go next or what else is needed.. I wouldnt invest a cent into that ride.. Drive it as a beater and when it breaks down, call the boneyard to take it off your hands.
 
As has already been said, the car is worth scrap value, not a penny more. Why spend a couple thousand to fix up a car that will still be worth less than you put in it? Pass.
 
Transmission slipping? Automatic knock out factor IMO. I wouldn't want it for free unless my only mode of transportation was sneakers.
 
Where in Maryland?

I live in Baltimore, and around here the rust isn't too bad.

Plus Crazy Rays pays $400 for a complete car, at least last time I saw one of their ads on TV, so don't plan on offering less than that. Just to be sure, give them a call to find out what the current rate is.

There is s good chance that the transmission issue is just old transmission fluid, low transmission fluid, or a partially clogged transmission filter. Either that and/or low transmission oil pressure at idle on cold days. All of this is easily fixable.

Radiators are normally cheap and easy to fix, I would have to wonder about someone who would use stop leak for a radiator fix.

I would be more concerned about any leaks, since that will make it fail inspection.
