How Do Univ. ATF's Meet Many Specs.?

The fact is that many do not 'meet the specs'. Most commonly the wording will be 'suitable' or 'recommended', not very often APPROVED. Qute simply if a given fluid does not even meet the basic viscosity requirements for a given application (which is common) then by that definition alone it does not meet the specification.
 
The Japanese based all their ATF specs on Dex-II/III and added their own requirements to it. The Germans(Daimler, ZF and Voith) haven't said which they used for their base ATF spec. The JASO does have a published spec(M315). ZF and Voith test fluids - but only in heavy truck/bus applications or older passenger car specs.
