Rocked my brand new Honda up on its front wheels to inspect undercarriage such that spark plug was facing down. Fuel started running out from front of engine somewhere (not fuel tank). Closed fuel supply valve and it stopped. Is something wrong with the carb float/needle seat or is the carb designed in a way that permits fuel to run through it when it is rotated up like I did? Thanks.

The float chamber is vented and the fuel ran out of the vents when you tipped the motor up

It shouldve stopped if you didn't close the valve, the pump isn't turning whe the engine is off so regardless of cutoff valve position it can only leak so far, ie. after between the pump outlet and the float bowl. (assuming nothing is worn or broken)

They are only designed to be tilted on their side to drain oil. Eventhough they are made to tilt like that I still run the carb dry before flipping it on its side.

The other issue with tipping OHV/OHC engines such that the cam cover is the lowest point of the system is; You'll fill the area under the cam/valve cover with oil and it will blow out the breather and into the carb on startup. You'll fog the neighborhood for a few minutes.

Always tip them over with the carburetor side up.
