Honda GCV160 RPMs won't go down

Loosen the governor and move while running. You will quickly realize if this affects the running speed. I suspect it will. Just gotta find the right setting.
 
You can also move the throttle control arm manually with your hand, not with the throttle cable, while the engine is running. This can tell you if the engine responds to arm movement, and where the arm needs to go to reduce RPM. On my old GCV160 there are a few different arms & springs that move together and if any of them are cattywumpus it doesn't work.

I tried moving the arm while running. Didn't change. I was messing around with the carburetor bolts while it was running and when I loosened them, It seemed to drop a little. When I put the air filter back on, it ramped back up.

If all else fails then you may have a governor issue. It may be broken & need replaced.

Glad you solved it. This drives me nuts! It is just my pet peeve when people say adjust the governor........ when they mean(I hope the mean) adjust the tension in the governor spring. The Governor is set to work in one position. There is no adjustment. It is set right or set wrong. It is good to confirm the setting is correct. you are not adjusting it. You are setting it to the intended position The Spring tension may vary and you adjust that to set the high speed RPM. I am done. Thanks for listening.
 
Yeah I was just going off of what others have said in instructional videos. I don’t know anything about small engines.
