Honda clear coat peeling.

Are you the original owner? If not, I'll bet the bumper cover was repainted at some point.
Nope,I'm the second owner. Carfax shows no accidents. But I do see a lot of red Accords with that same clear coat peel.

Is the piece where the clear coat is pealing plastic or metal?

I have a plastic front bumper doing the same thing on a 2016.

so I can lightly sand the clear off and reapply? Seems like the paint underneath would get scratched???

It's plastic.
 
Better to have it on a bumper than on the roof or hood, as I often see on Hondas. It should not be a costly repair and can be DIYed as well with decent results since imperfections on a bumper are much less noticeable than on flat body panels.

By the way, good job hiding you license plate, but you missed one.;)
Yeah same here as I can't begin to count how many Honda rides I've seen with clear coat/paint issues. Many not very old either. You'd think Honda could get that right by now.
