If the oil pump's pressure relief valve works efficiently (but not all probably do), and keeps the maximum oil pressure to the relief valve setting, then the oil filter will not see any more PSID during a cold start than it would see (for example) with hot oil at say red-line with the oil pump in relief.

This is because the filter's PSID and the engine's oil pressure can not be any higher than what the pump's supply pressure & flow will cause while in pressure relief ... regardless of the oil's viscosity. The oil pump's output volume while in relief mode will be solely dependent on the oil's viscosity and total fixed flow resistance of filter + engine. The whole purpose of the pump's relief valve is to regulate the pressure and associated flow of oil.

The pressure drop from pump output pressure to sump (0 psi) must be equal to the summation of the pressure drop across the filter + engine. And the pressure drop ratio between the filter and engine should basically hold constant during all operating ranges of the oiling system.
