high and low beams on at the same time.

Popular mod with old K Blazer owners their is even a pre wired kit to do this.

My Toyota Camry does this....Low BEams are just low but when you put them to HI the low beams stay on and the high beams come on too.SO I know it is not illegal.

It is illegal to have driving lights on with high beams on. PErsonely I wish they would outlaw driving lights on 4X4 trucks because they sit so high they do not need them number one and number too they truly blind cars comeing at them.
 
My wife's Elantra does this too - I wish my Tbird also did it.

DRLs are far from being a "proven safety device". A 2008 report from NHTSA "The Effectiveness of Daytime Running Lights For Passenger Vehicles" concluded that there were no statistically significant safety benefits from DRLs
