High altitude cities

I just bought a new Sony 42" LCD TV and in the instruction manual it says not to operate this TV above 4000m (that's 12,000 feet!) otherwise it won't work. I did a quick Google search though and I don't think there are any cities in the world above that level. The highest I could find was La Paz at 3650m. Do you guys know of any?
 
Potasi Bolivia is 3967 meters, with over 100,000 residents.

Wenzhuan Tibet is over 16,000 feet; 4800 meters

That's why I put that one in there, as it looks like he's giving us the finger. Now that he's 5 years old it won't be that much longer before he probably will give us the finger!

I lived and worked in Peru and Bolivia for 9+ years--ALWAYS at 12,000 ft.+. On frequent trips tp Lima in an old VW I had to push it over a pass named Ticlio (16,000ft.). It would just make it wide open in 1st gear. Going down the other side--Yikes. John--Las Vegas
