hey what is the vapor valve

Sounds like a solenoid that vents fumes from the gas tank into the intake manifold while the engine is running. Ford calls it a purge flow solenoid (older term), or a vapor management valve (newer term).
 
Right - EVAP for evaporative control system.
Instead of gasoline vapors being vented into the atmosphere, they are held by a charcoal cannister, and vented into the engine to be utilized and burned.
It uses Vacuum lines, solenoids, control box, and computer management.
