My most recent tire purchases were Cooper Endeavor Plus on a Grand Cherokee that never goes off roading. Seem quiet but they are basically unworn in the last 6 months (maybe have 3000 miles on them). Seem good have a 70000 mile warranty and a high UTQG

The falken CT60@ 700 looks interesting.
The defender 2 @830 seems reasonable.
Continental CrossContact LX25 (not listed) appear to be cheap in your size.

One consideration is the annual mileage may be low, and the tires may age out before wearing out.
Michelin, continental, Yokohama are the ones I’ve personally had best wet highway experiences with, with continental being the best of the three when wet. Yokohama uniformity has been excellent, and probably less noisy over their lifespan.
I generally have a tough time choosing between these three brands.
Pirelli has some reviews of noise and balance issues when they age. Some folks have reported trouble keeping continentals balanced late in life. I find Michelins get noisy late in life. I have had one set of coopers and they wore funny with cupping and sawtooth patterns, rotated by the book.
I’ve had no surprises out of Yokohama as they wear.

Funny, while just into reading your first line, 
I was going to suggest the Scorpion AS Plus3 as I have them on our ‘23 VENZA(RAV’s sister) until you mentioned that they’re coming off of your RAV4.
And since you want to keep your RAV4 for some length of time and not keep repeating/replacing tires and the extra cost of installation each time, I would suggest a slightly higher end tire such as Michelin or Continental. Although the tires on you list are all very good choices in their own right. I can tell that you did your research.

Defender2 all day long. Just put a fresh set on my CRV.
Here is my suggestion to add to your list for consideration: FALKEN Sincera SN250
Just read the ratings and reviews on the Tire Rack site and see if it meets your goals and expectations for your application. I just put them on my Jeep (on-road use only) this year and could not be more impressed at any price. It's one of the best overall performing tires I have ever had on a daily driver.

The videos can be a bit overwhelming but certainly worth viewing. I watched them and chose the tires that I did and am happy with my choice for my needs, climate & driving style.

I am on my second set of those on my Corolla and first set on my Tacoma. Very good tires indeed.
I have the Continental Truecontact Tour 54 tires on my 2020 RAV4 Hybrid. 31K miles on them and I have 8/32” on two and 7/32” on the other two. They are very smooth, comfortable, predictable, and confident in the rain. No complaints.
My last set of Generals (made by Conti) were seriously out of round - terrible road force. The ones that came back under warranty weren't much better. Never a conti anything again for me.
I have been looking at the Falken's for my Rav4 - thats a really good price. Possibly your 17's are much less than my 19's?
I have always like Michelin but there have been lots of reports that the new ones don't last as long as they used to, and heard the same from a good friend on his last 2 sets.

Same here. I had a set of Romanian made General RT 43 and three out of four were eggs. I made the dealer exchange for Cooper CS3. Never again.

Out of that list the Continental TrueContact or Michelin Defender 2 would be my choice. On my 2021 LE AWD I have the Yokohama Geolander CV G058 and they are amazing tires. Ride quiet and smooth and do well in the rain and snow too. I was able to get a set of 4 for about $640 employee price at work and I put them on myself.
