The glue behind my headline seems to fail and can no longer be adhesive enough to make fabrics stay.
Any idea how to fix this? Temporary or permanent doesn't matter.

It worked very well, and has stayed on for the 2 years or so after I applied it.
The foam backing is deteriorating. It will continue to get worse. Headliner replacement needed. Check local auto upholstery shops for prices. Price varies good bit between shops.
If that's the only area that has the liner coming loose you could fabricate a low-profle bezel and sandwich that between the light fixture and the headliner. The bezel will hold the liner down. You could cut a bezel from thin sheet plastic. You could even use a clear material like Lexan. I'm making this suggestion because the headliner may have shrunk a bit and there may not be enough "meat" on the liner to tuck under the light fixture, even if you can glue the liner down with headliner adhesive.
If you don't care about how it looks: tacks or staples.
If you do care, new headliner. It's the foam that broke down. The adhesive used in most shops is DAP Weldwood Landau. If DIY, usually two cans of headliner spray adhesive, 3M or Permatex, should do it.
A temporary repair that may last a couple of years would be to remove the light, lightly scrap any deteriorated and flaking dried out foam away then apply some of this around where the light goes and press the fabric onto it the put the light back.
