Headlight sometimes won't switch on

On the TSX, my passenger side headlight (xenon) will now not always come on. Is this the ballast or the bulb going out?

I'm going to check the fuses first before I tear the front bumper off to get to the ballasts.

I'd look at the bulb sockets too, they run hot and fry with time and can go intermittant.
