If they're cadmium plated they must be made offshore. The US is doing everything they can to remove cadmium from manufacturing.

The Hawk pads are the best I have used.
Generally, they bite better cold or hot, with less dust and noise than standard pads.
Get new cheap Chinese rotors at the auto parts store.

Powerslots are made from castings from the US and Italy or so Tirerack claims. All I know is the rotors are within specification, and after 1.5 yrs they're performing great

Hawk HPS is a great pad, but only when hot. When cold, it's nothing special (in the dead of winter it's sometimes worse than OEM). If you want your brakes to clamp down hard anywhere, any time, the best popular alternative is usually Axxis Ultimate. It's not always quiet and it dusts like nothing I've ever seen, but it gets the job done in a big way, in just about any temperature.
If your pedal is spongy, look into stainless steel brake lines or even a newer set of OEM lines. Also, pop your hood, look at the brake master cylinder, and have a friend jam the brakes; if you see any flex where the BMC is bolted into the firewall, make sure all the bolts are tight and such.
Same opinion about Ultimate. It is the dustiest pad I've ever seen in my life but bite is strong to a point that I have to warn my friends before I let them drive.

dOOdfOOd is right. I should have mentioned the type.
Hawk HPS [High Performance Street] are what I really like for street cars.
HPR [high performance racing] are too aggressive and can eat rotors. They also are not so great when cold. But they work wonderfully well for spirited driving!

your pads/rotors are probably just old and glazed and brake lines are cheap

I've run the PBR ULT and Metal Masters, the MM had more bite but also produced more dust. So you might what to look into those.
on cheap stock rotors I went from Hawk HPS+ to HPS to PBR MM. HPS+ bite hard (can lock up front ABS at will) but eat the rotors in 10K miles. the HPS and MM are similar but i like the MM for little less dust and good initial bite at any temp.
for daily driver i would try the ceramics w/ new stock rotors
