It is not unheard of for old mechanical meters to be stuck or at least reading low compared to something with proper calibration.NY State Electric & Gas just swapped out my ~50yr/old meter with a smart meter this AM. I'm bracing for it.. Some friends and acquaintances of mine have complained about astronomical jumps in their bill after the install. The young fella that did the install (took about 1min) threw the security "lock" he cut off in the snow about 30ft from the meter. I discovered it later when out walking with the dogs. Nice. The hang tag they're supposed to hang on your door with a brief description of the situation was laying in the slush at the end of my driveway.
