No way. Cherokee calipers should need 15s to clear, maybe certain 14s, but no way in [censored] 13s can clear those.

Must have stripped the brakes off and only run rear brakes? Or maybe he put the electric trailer brakes on the front?
 
Does not sound like a good idea, besides a trailer tire is not exactly designed for the front end of a car. So it will over head until the caliper stops rubbing, but will it interfere with braking function if the caliper can't move laterally? What was the purpose, to have the rear end higher relative to the front?

He scrapped a trailer and wanted to see if the wheel would fit. It never left the jack with a trailer wheel on
