On my water pump which has a paper gasket, I use a thin coat of RTV on the pump side.

When I replaced the stock stamped steel rear diff cover on my 2014 Mustang GT with the aluminum finned one, I used a Lube Locker gasket in place of the factory RTV and it's never leaked in almost 13 years. I prefer actual gaskets to RTV and will use one if available. I have used a small amount of RTV on a paper gasket in the past but rarely do it now.
