Yeah I never understood that look leggings under shorts just like shorts and slides while wearing a winter coat. Some people don't mind looking like a walking hamper with shoes.

Backwards cap, handlebar mustache, 1976 hairstyle and overall ridiculous outfit. On the other hand, he is not harming or offending anyone, could be a very nice person and is certainly free to do his own thing in our great republic. So I am with you. Also, I've worn some pretty atrocious outfits out in public here and there, as we probably have all done.
