Did you read the OP ? He/she sure seems to be asking if the vehicle owner's insurance will deny coverage.
were rented from INDIVIDUALS on the Terro app. Now my insurance has acts of “War, Terrorist, and nuclear incident” exceptions of coverage..so I bet the policy of the owner-renters has the same and more.

Question is .... How? How exactly would Turo be able to stop either of these events from happening with a "screening"?
I'm not saying you're wrong; people are going to point fingers to blame someone, anyone. Your point is salient. It's just that "people" are idiots.
What "screening" would actually take place that would have averted these events?
Should Turo not rent to anyone who doesn't give up their social media passwords, so that Turo can pre-screen each applicant?
Should Turo scour the internet, after asking for all of someone's aliases and usernames, so they can understand what an ill-intent one might have?
Should Turo require a psychological evaluation be completed every 6 months to have one's rental account stay current?

Perhaps just cut to the chase, and ask the renter if they intend to do harm?
Hypothetical Rental Contract Question 17a:
"Have you ever indicated in the past or present, any desire to create terror in others, and if so, is the rental vehicle part of your plan to achieve such event?"
"If your answer to 17a was "yes", please describe below the details of your plan in 350 words or less in box 17b."
yeah ... like no one has ever lied on a legal form before ... (cough, cough, form 4473, cough ... )


The grand irony is that the "people" (aka the public) always want a fall guy, and are willing to say "do whatever it takes" in the heat of the moment, but then a day or a week later, these same folks are crying about government and corporate intrusion into their lives and their social media accounts. We can't have it both ways. We can't expect privacy, and then cry like a toddler when some terrible things happen because some bad actor wasn't on the radar.

The reality is that no question on a form would prevent these events via a rental company; folks will just lie on the form.
And if you're counting on Social Media to be your alert network, it's only as good as someone who happens to notice the content and report it to some oversight agency, which then would have to put it into a broadcast database to rental companies to check against. And in fact, live-stream declarations will be all the rage, because it's just impossible for the "system" (tracking network) to catch them that fast.

The dichotomy of the human condition just baffles me at times.

This is going to get very convoluted, but my bet would be that no personal auto policy is going to extend to a vehicle rented to another. So the "act of terror" isn't even going to come into play on the personal auto policy.

Problem is the "sue everyone, see who salutes" school of law will probably prevail. So i hope these folks have a PLUP that might potentially cover some the legal fees.

I'm also wondering - Is the fact these were both BEV some sort of statement? (haven't read a lot yet)

As I stated, this is not unique to Turo. Surprising some people weren't familiar with the concept, but yeah HOW? It's analogous to control of certain items........... "pass more laws" - problem will go away. Except, it often gets worse.
 
“FULLY INSURED”? You think he said, “add the extra fee to void the ‘acts of terrorism disclaimer’ in your standard policy”? He isn’t getting that Lightning paid off by his insurance company.
The owner of the Ford was most likely fully insured is what I was trying to portray. Since it was a rental by the owner he probably paid for insurance for other people to rent the truck. I would have to believe the owner of the truck will be re-impbursed by the insurance company. It's possible the driver of the vehicle had insurance too however that claim would probably be denied and go to the owner of the vehicle kind of like un-insured motorist. If money is owed against the vehicle companies make you have insurance. I know since I work with insurance companies on a regular basis.

Again, even “fully insured” cars have exclusions in the policy. Call the insurance guys you work with on a regular basis and ask to get, or if your car insurance covers a loss from nuclear incidents, war and terrorist acts.
