flow versus filter length

If we have two filters, with the same diameter case and same diameter center tube, and same type filter media, same bypass valve, but one filter is longer than the other (longer center tube too)--

will the longer filter flow more oil at a given pressure?

Yes.

More filter surface area is the key, I believe.

So if all else is the same then YES.
