Wouldn't an empty dry oil filter make more sense at oil change time than a wet one?
Here is why...
When the oil filter media is wet with oil it creates more of a suction restriction for the dry oil pump to suck oil through the pick-up tube from the sump versus a dry one in effect where it can suck oil a lot easier by pulling the air up first with little restriction until the liquid oil reaches the filter.
When you put oil in the filter IMO, there is air from the filter to the pump and from the filter to the pickup tube. In effect this oil filled filter is the oddball because it's restrictive.
Once the system is charged, the oil pump to filter is always primed because of a ADBV, and the oil from the filter to the pan stayed somewhat primed because the oil generally can't flow back to the pan because of the pressure created by a full sump and submerged pickup tube.
