Exhaust stud removal not going as expected

Replacing a stud in a cat. Got it less than a 1/4" out and now it just keeps spinning. The threads in the cat must be messed up by now, but I should be ok with a nut and bolt. Tried a pry bar while turning a wrench but no help. Using an impact gun now to obliterate the threads completely and hoping it comes out then. Any better idea? At least its off the car.
 
aren't those pressed in? Just hammer it out?
bolt cutters or cut off wheel as close to the flange as you can, then drill it out.
 
Sounds like the threads are bad. Maybe take an air-chisel and bop the end of the bolt until it breaks loose and you can pull it out? Then drill and use a bolt and nut like you mentioned?
