I would start by replacing the fuel cutoff switch since that seems to be a problem. The button should lock in place when pressed and only pop up if tripped.
 
I was reading somewhere, it does click down id tripped, the button goes back up, but it clicks down when the buttons pressed ?:
 
If the switch is in the up position where it can be pressed, it is either tripped, or it is broken. If you press the button and it immediately pops back up, your switch is definitely broken and should be replaced first.
 
This may be a dealer only part. It probably isn't a common problem.

Normally I wouldn't advise getting safety parts from the junkyard, but you may want to go pull a couple of them to test out. A junkyard will probably sell them for cheap. Look for one from a vehicle that isn't wrecked.
 
Well, I went and got a fuel filter, just in case, changed it, the relay switch, the fuel fuse, and same thing happened. Okay?? Then BAM, after a few curse words, I lightly tapped the metal covering to the inertia switch, and boom stuttering, choking, rough running, shut the truck off, and pressed down on the inertia switch, for once it clicked! the button is under a rubber cover, i was mistaken it all as the button... after that it ran well... oh and I am cursing purolator btw... Made in china fuel filters? thanks.
 
Ranger and Explorer forums are saying the same thing, quick google search and a gazillion hits pop up. great.
