that's simply not the case down here.

The bill is the sum of the listed prices, so it just as often throws up as down, and the result is either a windfall or loss of a maximum of 2c.

As to scanning things in order, it makes no difference with the checkouts that I frequent. I've seen two loaves of bread scanned at opposite ends of the load (when the better half saw that buying two loaves saved $1.50 and added another at the end). Computer saw it, and discounted appropriately.

It DOES need regulation to ensure that the scenarios that you paint are covered and stopped.

As you know, anything is possible with computerised adding machines these days.
 
You guys are assuming the prices will appear the same. With phase-out of the penny and nickel, a $1.98 item will be $2.0, not $2.00.

After all, we seem to be dealing with 219.9 cent gas pretty well at the moment. The fractional cent hasn't been too confusing over the decades.
 
As others have said, the rounding doesn't occur on a per-item basis, but a per-check basis.

Sure, stores can try to round all their prices up to the nearest nickel, but others will undercut them.

There are also items priced per unit, such as meat and deli items, not to mention fuel.

So, really, most retailers have little control over the rounding.

We are talking about a maximum of $0.02 per check, it's not worth losing sleep over, or getting excited about getting over on them for $0.02/ trip to the market.
