Funny thing is we put him in laundry room around 10pm and is walked 5am next morning. Then he goes back in laundry room till 2pm when I get home from work. He does not pee all day or night but when I reach over fence to pick him up to walk him or open fence so he comes to me he gets so excited he pees a bit, I would say a 1/2 teaspoon.

He's exhibiting normal submissive urination, and you're exacerbating it by "reaching over the fence to pick him up". Follow a few simple guidelines to correct the issue (it will take time and patience).
Let your dog approach you, rather than you approaching the dog.
Kneel down to his level rather than standing over him.
Pet his chest, not his head.
Speak in low, calm tones.
And by all means, come up with an arrangement that is better than locking him in a laundry room for 2/3 of the day. You'd also do well to learn a little about how dogs think and communicate, in order to make you a better dog owner.
